Regulatory Judgement

The Regulator of Social Housing’s report was published on January 28, 2026, and confirmed a C2 grade for City of Wolverhampton Council’s housing services following a recent inspection.
The council’s engagement with the Regulator throughout the inspection process was positive and constructive and we welcome the report and the feedback provided. When new legislation was introduced as part of the Social Housing (Regulation) Act 2023, the council established a Housing Improvement Board to identify and deliver improvements to ensure we can meet the new regulations.
This judgement demonstrates where we are meeting the expectations set out in the Consumer Standards and confirms that we have no serious failings in the delivery of social housing.
The report says: ‘Wolverhampton Council demonstrated a respectful, fair and positive culture towards tenants. There is strong tenant influence: scrutiny panels, task & finish groups, drop‑ins, and ‘Let’s Talk’ sessions with demonstrable impact.’
The areas identified for improvement were self-reported by the council to the Regulator in June 2025. This illustrates our commitment to providing the best services possible for our residents and that our improvement plans are focused on the right places.
We have already demonstrated this through our targeted work in completing low-risk fire assessments, accelerating our programme of stock condition surveys, improving our data, further embedding tenant influence and accountability, and demonstrating our ongoing commitment to high-quality housing services for our tenants.
The council will continue to deliver safe, high-quality homes for our residents, and we are committed to learning from the inspection and demonstrating progress.
